There is no way to copy PlayStation2 Save Format into the PlayStation2 Classics Format (PS4), with the PlayStation3 you could use the PlayStation2 Save Format on the Original 20/60Gb via PlayStation2 Backwards Compatibility via a Memory Card Adapter, after the CECHG Model and the removal of PS2 Backwards Compatibility, $ony switched to PS2 Classics, which uses a kind of encryption save method, since it doesn't fall under the memory card slot on the PS3 XMB, but thats only for OFWs, with CFWs all the save files are Cross-Emulation Compatible, meaning you can take a 60GB PS2 Save File to a Non-BC PS3 and still read it via Cobra and PS2_NetEmu (PS2 Classics).
